  35.     4.  PC-SIG Product Users may not download files and/or programs from a
  36.         PC-SIG diskette or The PC-SIG Library on CD-ROM Disk with the intent
  37.         to sell the copy.  Downloading is defined as the process of copying
  38.         or duplicating a PC-SIG Library diskette or The PC-SIG Library on
  39.         CD-ROM Disk onto other media, including, but not limited to,
  40.         diskettes, hard drives, magnetic tape or optical disk, for the
  41.         intentional or unintentional purposes of sales, distribution or
  42.         financial gain.  The Product User cannot side-step the issue of a
  43.         sale by claiming that they have only charged for consulting time, the
  44.         cost of the diskette, or for labor charges only.
